  • Can you buy the uppers without a dealer? I know the lowers have to go though a dealer but what about the uppers?

  • I've never heard of a issue buying a upper or any other parts without using a FFL except the Lower.

  • According to most state laws the only the lower part is required to have to be serial numbered and registered.
