The FFL I would like to use is in red and crossed out. Does that mean they will not transfer to that FFL

Hi David, yes sir, that is exactly what it means.
It generally means that the FFL holder is not current, however you may want to verify that with the FFL, one that I used frequently had this issue and they had just stop being an FFL altogether
